On December 21, Sophie Poost sent the following email to Elizabeth Ohara with no response:
Dear Elizabeth,
I am writing on behalf of the Disability Community to thank Representative Neal for their sponsorship of the Disability Integration Act in the last Congress. We will be holding an event in the U.S. Capitol on January 15th to celebrate the bill???s reintroduction. We would like to announce the Representative as an original cosponsor of the bill at the event. Would you please confirm the Representative???s intention to be an original cosponsor on the legislation? We would be grateful for their leadership in helping ensure that all disabled Americans have the right to live in freedom. Please feel free to contact me if you have any questions.
Sincerely,
Sophie Poost

On August 30th, 2018, C4CI sent an email to Elizabeth O (elizabeth.ohara@mail.house.gov) asking whether Representative Neal would be an initial co-sponsor of DIA if elected to the next Congress.

Ellen Taverna writes on 7/31/2018 at 1:18PM:
Ellen Taverna met with Patrick O'Connor, LA on 7/26 since Elizabeth O'Hara was not available. Patrick didn't know why Rep. Neal isn't on the DIA yet. He was fairly certain he would be on it soon and that the delay may be because Neal is the Ranking Member of Ways & Means. Elizabeth O'Hara called on on 7/27 to tell me that Rep Neal is joining DIA and she reached out to Amy Bos in Sensenbrenner's office already.

Jim and I had a call with Elizabeth O'Hara. We answered a few questions:
- Is there any opposition? (No)
- What committee is it in? (E&C/Judiciary)

She agree to run this by the Congressman.

Subject: Cosponsorship of the Disability Integration Act

Congressman Neal was a cosponsor of the Disability Integration Act during the 114th Congress, but he has not yet signed on as a DIA cosponsor during the 115th (HR5689). The bills are virtually identical. Only very minor changes were made to address some drafting issues which has resulted in even more broad-based support for the bill. Attached is an information packet explaining DIA. If the Congressman has some concern preventing him from supporting this critically important civil rights legislation that protects the Constitutional rights to Life and Liberty for Disabled Americans, we would like to discuss that. Thank you.
