On August 30th, 2018, C4CI sent an email to Christina Ingram (email@example.com) asking why is not a cosponsor of DIA and whether the representative would commit to being an initial co-sponsor of DIA if elected to the next Congress.
Ellen Taverna writes on 8/06/2018 at 12:47PM:
Ellen Taverna met with Kimberly Knackstedt on 8/1. I met her at the Autism Society Conference and she is very familiar with disability issues, particularly related to education. She started w/ the fact that Scott as the Ranking Member of the Committee on Education and the Workforce, rarely signs onto bills outside of this scope. Regarding DIA, she asked why we don't outline regulations for HHS. She doesn't think HHS will follow through under this Administration. She was curious if there is room to make changes to the bill for instance separating out civil rights piece and the funding part. She's concerned it's going to run into the same problems as IDEA with a lack of funding. Also, why isn't HUD included to oversee the development of DIA regulations? She believes Scott could support it with some changes. Kimberly gets calls all the time about DIA from other House offices (seems like an important office to get).
We talked a lot about the state of Virginia. It???s one of the worst states for Medicaid services. She???s concerned about how, w/o proper funding the DIA, could potentially bankrupt Virginia if the state doesn???t implement it properly. She thinks the DIA is going to need a lot of funding to do it right. We need follow up w/ this office.

Laura Halvorson writes on 12/15/2017 at 5:32PM:
12/6/17: Sheryl and Laura met with Kim on Rep. Scott's staff.
Regarding DIA she says Rep. Scott?s office sees no issue with the bill but he does not often sign on to bills outside higher education and also follows the leadership of Hoyer.
She said however she will encourage others to sign on to the bill in the Disability Caucus members including Rep. Beyer in VA as well as people on Judiciary Committee. Laura is sent email with NCD LTSS costs in details for Kim to share with other house staffers on the cost savings of living in the community.
Kim said she doesn?t see DIA passing this calendar year and suggested briefings should be done in 2018 around DIA.
